Board Vacancy – Chinatown Residential Representative Application Due June 10, 2025

If you are a resident in Chinatown who is 18 years old or older, you may be eligible to serve on HCNNC’s board by filling a vacancy. The deadline to apply is June 10, 2025, and the board will consider filling the seat at the regular board meeting on June 23, 2025. 

Eligibility

Chinatown Residential Representative is defined as a stakeholder who lives within the Chinatown geographical area (as defined by HCNNC’s bylaws) and is 18 years or older at the time of election or appointment to the board.

Proof of eligibility is verified through documentation.  Various forms of documentation are accepted, as noted in the NC Election Documentation Guide (PDF).

Vacancies on the Board are filled using the following procedure per HCNNC’s Bylaws:

• Vacant board seats shall be announced at the next regularly scheduled Board meeting and physically posted a minimum of twenty-one (21) calendar days prior to being placed on the agenda to fill the vacancy.
• A Stakeholder interested in filling a vacancy on the Board shall submit a written application to any member of the Board who will then submit the application to the Officers of the Board for confirmation of stakeholder status prior to return to the appropriate body for interviews.
• The Chair shall cause the matter to be placed on the agenda for the next regular meeting of the Board.
• The Board will vote at the meeting to fill the vacancy. The candidate must receive at least a majority of votes of the Board members present and voting.
• The candidate who prevails shall fill the remaining term of the board seat.

What it means to be an NC board member

As a Neighborhood Council board member, there are ​several compliance requirements to consider. Board members are required to complete mandatory training sessions, follow their neighborhood council’s bylaws and standing rules, and engage the public in their work in a meaningful, transparent, and inclusive manner. Mandatory training topics include, but are not limited to, the following:

A. Code of Conduct
B. Ethics
C. Funding Training
D. Diversity, Equity, Inclusion, and Anti-Bias Training
E. Gender Identity, Gender Expression Implicit Bias Training

Responsibilities of NC Board members

Neighborhood Council board members volunteer their time, network and expertise, committing on average 10 – 20 hours a month, on behalf of the Neighborhood Council System and are subject to pertinent laws that govern city departments and government entities. Neighborhood Councils make recommendations to City decision-makers. Neighborhood Councils are neither decision-making nor legislative bodies and are subject to pertinent laws that govern City departments and government entities.
